Noel B. Shiyo, Partner

Noel is a practicing Advocate of the High Court of Tanzania and a multidisciplinary professional combining expertise in law, social sciences, investment, public policy, and business management. He holds a Master of Laws (LL.M) in International and European Energy Law and Policy from the University of Eastern Finland, where he developed a strong focus on the energy and natural resources sector, including legal, regulatory, and fiscal frameworks, local content issues, upstream host government contracts, and related infrastructure and financing needs. His practice also covers general corporate and commercial law, human capital management, business strategy, and investment advisory services. Noel has over 18 years' professional experience across technology, training, consultancy and advisory services, mining, oil and gas, banking and financial services, engineering and construction, and the sports and entertainment sectors in Tanzania (Mainland and Zanzibar).

Noel serves simultaneously as a Partner at CBS Law and as the Managing Director of CNS Group Limited, where he provides strategic leadership and drives the firm's overall vision, growth, and operational excellence. In his role as Managing Director, he oversees complex legal, governance, and human capital advisory assignments, leads multidisciplinary consulting teams, steers business development and strategic partnerships, and ensures the delivery of high-quality, client-centered solutions across sectors. He also serves as the Vice Chairman of the EWURA Consumer Consultative Council (CCC), contributing to stakeholder engagement and consumer advocacy.

His extensive experience spans high-profile projects, including the East African Crude Oil Pipeline, advisory roles for mining companies, and service within a subsidiary of an international commercial bank. He has also contributed to major initiatives with a top-tier engineering consultancy firm, as well as national-level projects with the Government of Tanzania through TPDC and NEEC on Local Content Implementation strategies. Additionally, Noel has collaborated with development partners such as GIZ (E4D Programme) and the IFC/World Bank on enterprise development and regulatory reform initiatives where he contributed to business regulatory reform assessments, stakeholder consultations, and the development of practical recommendations aimed at improving the ease of doing business and strengthening the legal and institutional framework for private sector growth.
